New East CAC mailing lists

As mentioned in last night’s meeting, I’ve set up new mailing lists for the East CAC. Yahoo Groups requires subscribers to sign up for Yahoo, which can be an impediment to joining. The new list uses the common GNU Mailman software for managing lists.

IMPORTANT: If you were signed up for the Yahoo list you need not make any changes. Your list membership has been automagically transferred to these new lists. The Yahoo list will soon be decommissioned and will no longer accept new members.

After thinking more about it today, I decided to sign up everyone for both lists. You’d be losing discussion ability if I didn’t, and I didn’t want you to miss anything. If for some reason you need to cut back on incoming email, you can switch to digest format (or unsubscribe, heaven forbid!) using the links below.

Please let your neighbors know about this list and encourage them to sign up themselves.

The law firm handling the rezoning, K&L Gates, has sent the CAC a list of conditions to be applied to the property and have stated that it is their understanding that these conditions satisfy the neighbors along Luther Road.

St Aug’s students to hold vigil today

Audrey Galloway of St. Aug’s tells me there will be a student-led vigil this afternoon at 3 PM at the corner of Oakwood Avenue and Tarboro Road: the site of Friday’s shooting death of a 16-year-old.

The vigil is calling for an end to the violence. Community leaders and neighbors are invited to attend. Please pass this on to others.

Anyone needing more information is invited to call Audrey Galloway at 516-4090.

Here’s a Google Maps link to the vigil location.

Community meeting on proposed ABC store

Is an ABC Store in Longview Gardens Shopping Center good for the community? Come to a community meeting next Thursday and discuss!

The Issue

First Citizens is selling the bank building at the Longview Shopping Center to the Wake County ABC Board. The board plans to demolish the building and build an approximately 4400 square foot ABC store on the site.

Due to tremendous concern over the project, members of the Wake County ABC Board have agreed to meet with the community at Sherrill’s Barber and Cosmetology School, located behind the bank building, on November 6th at 7:00 PM. The community response at the meeting will be critical in determining if the project moves forward.

The history of Lions Park

The following was excerpted from the book A Brief History of The Raleigh Host Lions Club (Revised Edition): Fifty-Four Years of Community Service 1922-1976.

Raleigh Lions City Park
By W. Paul Lyman

The wave of juvenile delinquency which followed World War II brought about a community awareness that the time had come for Raleigh to expand its parks an recreational facilities and develop a comprehensive year-round recreation program. Charles M. Graves, Park and Recreation Engineer of Atlanta, Georgia, was employed to make a study and submit a Master Plan for Recreation, which would provide for present and future needs. AGENDA ITEM 3(A)3: SP-101-03 – St. Augustine’s Track and Football Stadium
This site is bounded by Oakwood Avenue, North State Street, Glascock Street, Hill Street and Milburnie Road. The site plan proposes the stadium and track to be located on the northern portion of the site adjacent to North State Street and Glascock Street. The site is within the City Limits.
This request is to approve a proposed track and football stadium with a 5,000 seat bleacher structure and associated on-site parking with 1,000 spaces. The site is 94.2 acres zoned Office & Institutional-1 (southern half of site) and O&I-1 Conditional Use (northern half of site). This plan requires preliminary site plan approval in accordance with 10-2132.2(c)(1)I. as this plan proposes vehicular surface parking areas that are within 400’ of residential uses. There is a pending Special Use Permit for the Stadium in accordance with 10-2145.
Mr. Thompson was excused from this case.
6
Planner Darges presented the case. She noted that numerous telephone calls were received from adjacent property owners who are opposed to the project.
Bezelle Washington, representing the applicant, was available for questions.
Representatives of the college explained how the proposed stadium will enhance the college and community, bring the college community together, and help develop student athletes (physically and mentally).
Surrounding neighbors indicated that they are opposed to the project as presented because the proposed stadium will generate traffic, increase vehicular traffic and cause parking problems for the community. The neighbors are also concerned about the lack of communication between the college and the community on the proposed project. The neighbors presented the commission with a booklet outlining the concerns of the community and a petition signed by neighbors (Capital Heights and Madonna Acres) who are opposed to the project.
There was discussion regarding: the proposed stormwater management facility, how the stormwater management facility will function, how the stormwater management facility will be protected, lighting, if a Neighborhood Overlay Conservation District has been established for the proposed area, if pedestrian connections will be provided on the proposed vehicular path on Milburnie Drive, if the stadium will be restricted to only football and track events, how the traffic flow was evaluated, who would be responsible for stripping the streets, the difference between the site plan and special use permit procedure, and where would school buses enters and park at the proposed stadium.
Mr. Cutler moved to refer the case to the Committee of the Whole as further discussion take place between the college and the neighbors. Mr. Trotter seconded the motion, but a vote was not taken.
Mr. Trotter made a substitute motion to refer the case to the February 3, 2004 Committee of the Whole meeting for further review. Mr. Cutler seconded the motion. The vote was not unanimous, 9-1, with Dr. Mallette voting in the negative.
